Can I use a visa gift card I bought at walmart to buy from ebay and make a paypal account?

Last time I registered the card online and then tried to make a paypal account but I never got the confirmation email and they just kept my .95 and I can't buy from ebay. Am I able to make a PayPal account with a VISA gift card?
