Which states require merchants to give cash refunds on gift cards?

Merchants often say something like "Gift cards are not refundable or redeemable for cash (except in states that require it)." What states require merchants to give full cash refunds on gift cards (and not just on a small, remaining balance)?

  1. Massachusetts and Iowa allows cash redemption of certain gift certificates, Missouri and Tennessee consumers are entitled to receive the remaining balance of gift certificate in cash, provided they have used at least 50 percent of the original value of the certificate. As well as several other states allow you to receive the remaining balance under 10 or 5 dollars in cash so you don't have to spend the exact amount of the certificate or more to get it's total value.

  2. I was wondering the same thing, I did look into and I think in California, you can get ten dollars cash back once the card is valued down to 10 dollars or less…good luck…I live in michigan, so I don't think I can do it :(
