Massachusetts and Iowa allows cash redemption of certain gift certificates, Missouri and Tennessee consumers are entitled to receive the remaining balance of gift certificate in cash, provided they have used at least 50 percent of the original value of the certificate. As well as several other states allow you to receive the remaining balance under 10 or 5 dollars in cash so you don't have to spend the exact amount of the certificate or more to get it's total value.
